Vault 111 was supposed to be your safe haven until the radiation levels had decreased, and the surface world could be re-populated. Instead, Vault-Tec had different plans. Every citizen allowed entry into the vault was actually part of a long-term cryogenic research study, where they would be kept frozen for an indefinite time-period, to study the effect on human tissue.
